澳门旅游业发展过程中，城市角色和形象不断变化，无论是主动塑造的，还是客 观形成的，或是在不同时代有不同的侧重点，都同样以历史悠久的中西文化交融平台和独特旅 游目的地为重心。回归 20 年来，在中央的大力支持下，澳门博彩旅游业发展迅速，其世界休 闲城市形象日渐清晰。环顾区域和澳门的经济社会发展，澳门在中长期存在一些发展机遇，借 此可将澳门城市形象进行调整，甚至重塑，实现由赌城迈向世界旅游休闲中心的目标。 

: Since Macao’s return to the motherland, it has made important achievements in non-tertiary education in the past two decades, and its education legislation has launched the second systematic revolution in Macao history: the mechanism of government investment in education is bettered, the system of public and private schools and basic systems about free education are set up, compulsory education and length of schooling are in place, and moreover, improvements have been made in educational objectives, school curricula, the status and rights protection of teachers, and school administration. The success of Macao’s non-tertiary education reform in the past two decades is largely attributed to in-depth problem-oriented research, extensive multi-tiered consultation, and a balanced relationship between inheriting the tradition and pursuing further development. In the future, Macao needs to make the education legislation more systematic and coordinated, pay particular attention to the legal relationship between the government and private schools, establish a new textbook system, and speed up the revision of supporting regulations.
